Final Report
In March 2026, Singular Perturbations Inc. successfully concluded its project in front of Akihabara Station, conducted in collaboration with Chiyoda City and Akihabara Town Management Co., Ltd.
With the goal of creating a more "walkable" city by ensuring the
separation of pedestrians and vehicles and establishing a safe walking
environment in congested areas facing issues like overtourism,
Singular Perturbations Inc. implemented a project utilizing its
security planning optimization service, "CRIME NABI for Crowd
Control." This service is powered by the company's proprietary crime
prediction AI technology.
This initiative leverages the company's experience in providing its crime
prevention support software, "CRIME NABI," to police and government agencies
both in Japan and internationally—a tool that has a proven track record,
including a 69% reduction in crime rates in Brazil.
For this project, nine cameras were installed in front of the Radio Kaikan building in Akihabara to analyze pedestrian and vehicle flow data. Based on the results of this analysis, an optimized security plan was formulated. Subsequently, security guards were deployed according to the new plan to verify its effectiveness in managing the area.
Project Overview
The demonstration project yielded significant results: the use of this service led to a reduction of up to 37% in the number of pedestrians walking on the road. Furthermore, the AI's pedestrian flow forecast demonstrated high predictive accuracy, with an error margin of just 7.7%.
Additionally, feedback from interviews with local stakeholders indicated that the optimized security measures contributed to an enhanced sense of public safety. This confirmed the effectiveness of security plans optimized by high-precision AI technology.
Survey Results
It was confirmed that crowd conditions improved through AI-optimized deployment, even while utilizing the same number of security guards.
Moving forward, we will leverage the results of this project to promote the adoption of our service in regions, both in Japan and internationally, that face congestion challenges due to overtourism and other factors.
