Overview

The King Salmon Project through Pilots at BAT provides climate tech and other innovative startups with opportunities to conduct pilot demonstrations at the Brooklyn Army Terminal (BAT) in New York City. Through collaboration between TMG, NYCEDC, and LACI, participating startups gain access to BAT’s infrastructure, along with tailored support to accelerate pilot implementation and facilitate global expansion.

About Pilots at BAT

Pilots at BAT is a program that provides innovative startups, including those in the climate tech sector, with opportunities to conduct pilot demonstrations at the Brooklyn Army Terminal (BAT) in New York City.
The program is sponsored by the New York City Economic Development Corporation (NYCEDC) and administered by the Los Angeles Cleantech Incubator (LACI). During the program period of up to 12 months (*), participating companies are granted access to BAT's infrastructure and receive support for planning and implementing their pilot projects. Additional benefits include opportunities to participate in LACI-hosted events, access to hot desks at BATWorks, and regular mentoring sessions.
* The program is expected to begin around December 2026 and run for up to 12 months. However, the specific start and end dates will be determined in coordination with LACI after selection into the Pilots at BAT program.

About BAT

The Brooklyn Army Terminal (BAT) is an industrial campus located in Sunset Park, Brooklyn, New York City. Originally built in 1918 as the largest military logistics base in the United States, BAT ceased military operations in 1966 and was acquired by the City of New York in 1981. Since 1986, it has been managed by NYCEDC and has evolved into a key innovation hub supporting a diverse range of industries within New York City’s innovation ecosystem.
BAT offers approximately 200,000 square feet of office, laboratory, and event space tailored to a variety of industries. It also provides an ideal environment for hardware prototyping, technology validation, manufacturing scale-up, and regulatory testing. Participating startups will have access to these facilities to develop products, build prototypes, and conduct research and development activities.
Located within BAT, BATWorks is an innovation hub dedicated to accelerating climate solutions through technology development, pilot demonstrations, and commercialization. Led by LACI and the Cambridge Innovation Center (CIC), BATWorks will serve as a collaborative ecosystem where entrepreneurs, engineers, researchers, industry partners, and public-sector stakeholders come together to advance climate innovation.

Priority Areas

Pilots at BAT has designated the following business areas as priority areas

  1. Plumbing and Water Systems:Test water management technologies and IoT integration across active industrial facilities
  2. Interior Walls and Facades:Test low and zero-carbon building materials, construction technology, and circular reuse approaches on both century-old and modern structures
  3. Parking Spaces and Electrical Connections:Deploy EV charging solutions and zero-emissions logistics infrastructure
  4. Waterfront Access:Validate Blue Highways innovations, water management systems, and waterfront conservation technologies
  5. Heating Systems:Monitor smart heating and cooling systems, energy monitoring, and building management solutions
  6. Roadways and Sidewalks:Pilot zero-emissions transportation for goods and people movement, autonomous vehicles, and smart lighting

Eligibility Requirements

Startups participating in this program must satisfy both the requirements set by the Tokyo Metropolitan Government under the King Salmon Project and the eligibility criteria established by LACI for Pilals at BAT.


  1. If selected for this program, the applicant must have both the commitment and the organizational capacity to carry out the demonstration through to completion in a responsible manner.
  2. The applicant must be engaged in a business that creates innovation through outstanding technology or ideas and aligns with the priority areas of Pilots at BAT.
  3. As a general rule, the applicant has been established no more than 10 years ago.
  4. The applicant must currently conduct, or intend to conduct, business activities in Tokyo.
  5. The applicant must have a proven track record of global expansion or a strong commitment to pursuing global expansion.
  6. The applicant must not be the subject of a petition for the commencement of corporate reorganization proceedings pursuant to Articles 17 or 30 of the Corporate Reorganization Act (Act No. 154 of 2002).
  7. The applicant must not be the subject of a petition for the commencement of civil rehabilitation proceedings pursuant to Article 21 of the Civil Rehabilitation Act (Act No. 225 of 1999).
  8. The applicant must not have been involved in any incident of fraud, misconduct, or other irregularity in connection with a program or project administered by the national government, a prefectural government, a municipal government, or any other public authority within the past five years.
  9. The applicant must not be affiliated with an organized crime group as defined under the Tokyo Metropolitan Ordinance for the Elimination of Organized Crime Groups. The applicant must also not be engaged in adult entertainment-related businesses as defined in Article 2 of the Act on Control and Improvement of Amusement Business, gambling businesses, wagering activities, or any other type of business deemed socially inappropriate for public support.
  10. The applicant must not engage in multilevel marketing transactions, negative-option marketing (unsolicited goods schemes), hypnotic sales practices, spiritual sales practices, or any other type of business deemed inappropriate for recipients of public support.
  11. The applicant must not be deemed unsuitable as a project or recipient of support, including on the grounds that its activities are contrary to public order or morality.


  1. Cleantech solution addressing priority technology areas listed above
  2. Novel proprietary technology (owned or licensed)
  3. Minimum two full-time employees
  4. Working prototype at TRL 4 or higher
  5. Commitment to attend monthly pilot calls during the one-year program
