The King Salmon Project through Pilots at BAT provides climate tech and other innovative startups with opportunities to conduct pilot demonstrations at the Brooklyn Army Terminal (BAT) in New York City. Through collaboration between TMG, NYCEDC, and LACI, participating startups gain access to BAT’s infrastructure, along with tailored support to accelerate pilot implementation and facilitate global expansion.
Pilots at BAT is a program that provides innovative startups,
including those in the climate tech sector, with opportunities to
conduct pilot demonstrations at the Brooklyn Army Terminal (BAT) in
New York City.
The program is sponsored by the New York City Economic Development Corporation
(NYCEDC) and administered by the Los Angeles Cleantech Incubator (LACI).
During the program period of up to 12 months (*), participating companies
are granted access to BAT's infrastructure and receive support for planning
and implementing their pilot projects. Additional benefits include opportunities
to participate in LACI-hosted events, access to hot desks at BATWorks,
and regular mentoring sessions.
* The program is expected to begin around December 2026 and run for up
to 12 months. However, the specific start and end dates will be determined
in coordination with LACI after selection into the Pilots at BAT program.
The Brooklyn Army Terminal (BAT) is an industrial campus located in Sunset Park, Brooklyn, New York City. Originally built in 1918 as the largest military logistics base in the United States, BAT ceased military operations in 1966 and was acquired by the City of New York in 1981. Since 1986, it has been managed by NYCEDC and has evolved into a key innovation hub supporting a diverse range of industries within New York City’s innovation ecosystem.
BAT offers approximately 200,000 square feet of office, laboratory, and event space tailored to a variety of industries. It also provides an ideal environment for hardware prototyping, technology validation, manufacturing scale-up, and regulatory testing. Participating startups will have access to these facilities to develop products, build prototypes, and conduct research and development activities.
Located within BAT, BATWorks is an innovation hub dedicated to accelerating climate solutions through technology development, pilot demonstrations, and commercialization. Led by LACI and the Cambridge Innovation Center (CIC), BATWorks will serve as a collaborative ecosystem where entrepreneurs, engineers, researchers, industry partners, and public-sector stakeholders come together to advance climate innovation.
LACI serves as the climate program operator at BATWorks, bringing together the strengths of the nation’s two largest cities to advance climate innovation. Founded in 2011 as an economic development initiative by the City of Los Angeles and the Los Angeles Department of Water and Power (LADWP), LACI has helped 537 portfolio companies raise more than $1.5 billion in funding, generate $477 million in revenue, create more than 3,000 jobs, and produce a long-term economic impact exceeding $733 million.
NYCEDC and LACI will provide selected program participants with access to the BAT infrastructure required to conduct their demonstrations, as well as the following support throughout the program period

Pilots at BAT has designated the following business areas as priority areas
Startups participating in this program must satisfy both the requirements set by the Tokyo Metropolitan Government under the King Salmon Project and the eligibility criteria established by LACI for Pilals at BAT.
